Primary structure

Groups for Democratic Governance

At the hamlet level, functional groups such as women’s groups, farmers’ groups, youth groups, and other purpose-based groups are formed. These groups participate in a structured educational program focused on democratic governance, equipping them with the necessary knowledge and skills. To ensure effectiveness, they undergo a rigorous quality-check process before being integrated into broader initiatives. This approach fosters community engagement, leadership, and collective decision-making, empowering members to actively contribute to local governance and development. By strengthening these grassroots groups, the program promotes inclusivity, accountability, and sustainable progress within the community, enhancing their overall impact and effectiveness.

Village Sangamam

Association for hamlet level Inclusive Democracy

This hamlet-level structure includes all households as members, ensuring broad community participation. It serves as a governance development forum, fostering inclusive decision-making and local self-governance. To manage daily operations efficiently, an executive committee oversees activities, promoting transparency and accountability. Known as the Association for Hamlet-Level Inclusive Democracy, it empowers residents by facilitating dialogue, collaboration, and collective action. Through structured engagement, it strengthens democratic values, enhances local leadership, and drives sustainable development. By integrating all households, it creates a unified platform for addressing community needs, advocating for rights, and fostering long-term social and economic progress at the grassroots level.

Sangamam Collective

Association for panchayat level Inclusive Democracy

This panchayat-level structure brings together all hamlet-level Village Sangamams within the panchayat. It serves as a governance development forum, fostering collaboration and community-driven decision-making. While the Village Panchayat remains an independent governance unit, this Sangamam collective operates in a complementary and supportive role, enhancing local governance effectiveness. An executive committee manages its daily functions, ensuring smooth operations. To formalize its role, the collective will pursue registration as a trust or another institutional model. By strengthening participatory governance, it empowers communities, promotes transparency, and supports sustainable development, working alongside the Panchayat to address local needs and drive inclusive growth.

Sangamam Network structure

Network of panchayats at block level for Inclusive Democracy

The DHAN Panchayat Development Foundation (DPDF) will coordinate the Sangamam Network, comprising all Sangamam collectives. Selected panchayats and DHAN collective panchayats at the block level will be encouraged to join the Sangamam initiative. This collaborative effort aims to establish model panchayats by integrating Sangamam coordinators and federation leaders. Key focus areas include institutional building at the panchayat level, localizing Sustainable Development Goals (SDGs), micro-planning, goal setting, and capacity development for Sangamam coordinators. The initiative emphasizes collaboration with various panchayat departments at hamlet, gram panchayat, block, and district levels to foster holistic community development.
