IMPACTS

Programme Components of DHAN Panchayat Development Foundation (DPDF)

The DHAN Panchayat Development Foundation (DPDF) focuses on strengthening local governance and enhancing village development through following programme components. These components together is called as “IMPACTS” acronym.

Institution Building (I) at the Panchayat level

This component focuses on organizing community members into strong and active institutions. To achieve this, DPDF helps form village-level Sangamams and hamlet-level Sangamam Sabhas, while also creating broader collectives and networks. Furthermore, it promotes the creation of youth and adolescent groups to encourage participation across different age levels. By linking traditional village systems with formal Panchayat institutions, this approach fosters cooperation for faster and more effective development.

Multiyear Micro-Planning (M) for Panchayats

Micro planning ensures that development strategies are based on the actual needs of the village. The process begins with preparing an inception document and conducting a thorough situation analysis of the community. DPDF then facilitates a People’s Planning Process (PPP) at the Panchayat level and works to localize Sustainable Development Goals (SDGs) within the village. Through this structured approach, the specific needs of village Sangamams are clearly identified and prioritized for action.

Poverty Eradication at the Panchayats (P)

Aimed at improving the quality of life for vulnerable communities, this component actively works with weaker sections—including landless individuals, women, Adivasis, Dalits, differently-abled people, and gender minorities—to ensure equality and inclusion. It promotes "Thematic Panchayats" focused on specific areas like health, water, and insurance, and supports "Experimental Panchayats" to test out innovative development ideas. Ultimately, it strives for holistic development covering livelihoods, education, health, and the environment, with special attention given to helping the poorest families easily access government schemes.

Advocacy for effective Governance (A)

To strengthen Panchayat systems, DPDF provides policy support and encourages collaboration. This involves conducting policy research, advocating with government agencies, and establishing Tripartite Agreements among DPDF, the Panchayat, and the local community. The foundation works to improve Panchayat governance by boosting transparency, accountability, and efficiency. Additionally, it builds a Vibrant Panchayat Network to share knowledge and best practices, promoting the documentation and publication of valuable learnings and experiences.

Capacity Building of the functionaries and leaders (C)

This area focuses on enhancing the skills and knowledge of both everyday citizens and Panchayat leaders. It includes training and strengthening people’s institutions, as well as empowering women and marginalized groups to actively participate in local governance. DPDF helps develop capable and ethical representatives by conducting educational programmes, such as Diploma and Certificate courses, alongside thematic training sessions. By thoroughly training Panchayat Presidents, Ward Members, and Committees, this component successfully encourages widespread public participation in Panchayat governance.

Transparency and Accountability of the Panchayat administration (T)

This component ensures that local governance remains open, participatory, and accountable by promoting various democratic tools. These institutional mechanisms empower rural communities to directly engage in decision-making, planning, and monitoring within the Panchayati Raj system. The major tools utilized include the Gram Sabha (Village Assembly) and Ward Sabha, along with Participatory Planning, Social Audits, and the Right to Information (RTI) act. To further enforce transparency, they use measures like wall paintings and notice boards, establish vigilance and monitoring committees, implement E-Governance tools, set up grievance redressal mechanisms, and rely on the Standing Committees of the Panchayat.

Sustainability and Resource Mobilization for Panchayats (S)

DPDF is dedicated to building self-reliant, inclusive, and well-governed Panchayats that guarantee sustainable development and an improved quality of life for everyone in the community. To achieve external sustainability, the foundation supports Panchayats in generating their own resources and encourages financial independence for various development activities. It also fosters collaboration by partnering with government agencies, corporate social responsibility (CSR) organizations, donors, and academic institutions to mobilize resources and implement need-based projects. Finally, DPDF works to strengthen the financial base of these local bodies by identifying new revenue sources, improving financial management practices, and ensuring their long-term financial sustainability.
