Working Models

Partnership with Panchayat

This model involves collaborating with Panchayats to enhance local governance. Panchayats serve as the foundation for grassroots democracy, and through this partnership, DHAN Panchayat Development Foundation strengthens these institutions. The focus is on enabling Panchayats to efficiently manage resources, implement development programs, and tackle community-specific issues. These partnerships are designed to elevate the capabilities of Panchayats, making them more responsive, accountable, and sustainable, which in turn fosters long-term local development.

Activities

  • Thematic Panchayats – on Health, Water, Insurance, etc. : Working with Panchayats to focus on specific thematic areas such as health, water, insurance, and other essential services. Thematic Panchayats facilitate targeted interventions, where Panchayats take the lead in improving sectoral services like healthcare access, water supply, and insurance coverage, helping communities achieve improved outcomes.
  • Experimental Panchayats : Exploring innovative approaches to Panchayat governance and development through pilot projects that test new methods, technologies, or governance models, which can then be scaled up based on success.
  • Governance of the Panchayat : Strengthening the overall governance framework within Panchayats by improving transparency, accountability, and efficiency in decision-making. This includes creating systems to ensure that Panchayats are effectively managing resources, implementing programs, and addressing the needs of the community.
  • Working with Weaker Sections (Landless, Women, Adivasis, Dalits, Gender Minorities, Disabled) : Ensuring that marginalized and vulnerable groups are included in the decision-making process. This activity aims to eliminate discrimination and promote social inclusion within Panchayats by engaging landless individuals, women, Adivasis, Dalits, gender minorities, and people with disabilities.
  • Implementing Democratic Tools – Gram Sabha, Social Audit, Balar Panchayat, RTI, Legal Aid Centres : Encouraging Panchayats to use democratic tools and mechanisms such as Gram Sabha (village assembly), social audits, Balar Panchayat (children’s Panchayat), Right to Information (RTI), and legal aid centers. These tools promote transparency, accountability, and participatory governance, ensuring that Panchayats remain responsive to the needs of all community members.
  • Tripartite Agreement – DHAN, Community, Panchayat : Establishing a formal agreement between DHAN Panchayat Development Foundation, the local community, and the Panchayat to define roles and responsibilities, ensure mutual cooperation, and create a framework for collaborative development efforts.
